OTP SMS API Without DLT: What Is Possible in India

Short answer: You cannot send an OTP by SMS to Indian numbers without DLT registration. Operators block commercial SMS that does not carry a registered entity, header and template. What you can do is avoid doing the registration alone: use a provider that guides you through it, or send the OTP over WhatsApp or a voice call while your SMS approvals are pending.

Searches for an "OTP API without DLT" usually come from developers who want to test quickly. This page explains what is blocked, what is not, and the fastest legitimate route to a working OTP. For the product, see the OTP SMS API.

Why operators require DLT for OTPs

Under TRAI's rules, every business that sends commercial SMS in India registers on the DLT platform of the telecom operators. Each sender registers as an entity, registers the header (sender ID) recipients see, and registers each message template with its variable positions. An OTP is a transactional message, but it still has to match a registered template. There is no lower-friction category for OTPs that skips this. You can read the regulator's material on trai.gov.in and our own DLT registration guide.

The fastest legitimate path, step by step

  1. Start the DLT registration first

Entity registration takes the longest. Begin it before you write code. See how header registration works.
  2. Build against a sandbox or test key

Integrate the send and verify calls, expiry handling and retry limits now, so the code is ready when approvals land.
  3. Write the OTP template to match what your code sends

Register the exact wording, with a variable for the code. Small differences cause rejection. See DLT template format and variables.
  4. Ship a WhatsApp OTP or voice OTP as the first live path

If SMS approvals are still pending, use the WhatsApp Business API authentication template or Voice OTP and add SMS when it is approved.
  5. Turn on fallback and delivery status

Send by SMS first, then WhatsApp or voice if the code is not delivered, and log delivery status per attempt. See fallback routing.

Keep the OTP itself safe

  • Use short expiry times and a small number of attempts per code.
  • Rate-limit requests per number and per IP so your account is not used to spam a victim.
  • Never log full OTP values or include them in URLs.
  • Show the same message whether or not a number is registered, to avoid revealing accounts.

OTP and DLT questions

Can I send OTP SMS in India without DLT registration?

No. Commercial SMS to Indian numbers must use a registered entity, header and template. Unregistered messages are blocked by operators.

Does a WhatsApp OTP need DLT?

No. WhatsApp OTPs use Meta's authentication templates, which have their own approval. They do need a WhatsApp Business account, and the user must have WhatsApp.

How long does DLT registration take?

It depends on the operator portal and how complete your documents are. Plan for days rather than hours, and start before you write production code.

Can I test my OTP integration before DLT is approved?

Yes. Build and test against a sandbox or test key, then switch to live once your entity, header and template are approved.

Will Teleopedia help with DLT registration?

Teleopedia helps customers with DLT onboarding for SMS and voice. The approvals themselves are issued by the operators, so timing is outside any provider's control.
